In this 2-day session, teachers will be introduced to the components and structure of Teaching Strategies GOLD™. Through video clips, activities, and large-group discussions, teachers will explore the progressions of development and learning for children from birth through kindergarten, learn how to interpret the corresponding color bands, and apply the GOLD™ objectives to their observation-based assessments. They will practice using the four-step assessment cycle, evaluating a child’s portfolio, and developing a conference form to share with families. By the end of the session, teachers will have the basic skills they need to begin implementing the Teaching Strategies GOLD™ Assessment Toolkit.

Child Care Development Fund State Plan Posted: Open for Comments

Every two years states are required to complete a State Plan for the Child Care Development Fund (CCDF) dollars received by the state to support low-income families with access to child care and improving the quality of child care.

This year, the Office of Child Care reorganized the State Plan to better reflect State and Territorial practices in CCDF. The plan has been condensed into three sections:

• Overall Administration
• CCDF Subsidy Program Administration
• Health and Safety and Quality Improvement Activities

The Office of Child Care included significant enhancements to the Health and Safety and Quality Improvement section with a focus on building systems for child care quality improvement. The revised quality section puts into place a three part process.

1) A self-assessment on current quality improvement activities
2) Goal-setting for quality improvement in the upcoming biennium
3) Reporting back on progress at the end of each fiscal year through a new Quality

Performance Report
The revised quality section is organized into four core components:

• Health and Safety
• Early Learning Guidelines
• Program Quality Improvement Activities, including Quality Rating and Improvement Systems (QRIS)
• Professional Development Systems and Workforce Initiatives.

A draft of the state’s CCDF Plan will be posted at the DHS website for your review and comments during the month of May. It can be located at www.michigan.gov/childcare.

If you would like to make a comment on the draft CCDF Plan you can do so in one of four ways:

On Friday, March 11, the U.S. Consumer Product Safety Commission (CPSC) launched an important
new tool and resource for pediatricians and other health care providers as well as parents and families: SaferProducts.gov, an online database to report injuries or hazards posed by consumer products.

Established as part of the Consumer Product Safety Improvement Act of 2008, the SaferProducts site allows physicians, parents, and others to report incidents involving consumer products that caused harm or could have caused harm. Examples of reportable incidents might include:

• A child’s ingestion of a small part that broke off a toy
• An injury caused when a child fell out of a crib, cradle, bassinet, or bunk bed
• An infant’s rash linked to a detergent or cleansing product meant for use with babies

As reports are collated, they will be made available online without identifying information so pediatricians and family members can search the database for reports associated with specific products or classes of products. Names and other identifying information will not be made public. Please note that the database is meant only for reports of harms or potential safety risks, not for complaints about the effectiveness or utility of products.

Project Connect in Jackson County

Project Connect is a consumer focused event offering many resources and services to the homeless. Initiated by the Jackson Interfaith Shelter, Project Connect began in 2007 and has served the growing need ever since, in fact over 400 homeless adults and children were served in 2010, and the estimated number of consumers for the April 2011 event is 550. Events such as this catalyze community involvement, generating new partnerships, commitment, and investment to end homelessness.

This event provides many benefits “under one roof", offering the homeless of Jackson County access to services provided by the Department of Human Services, Community Mental Health and the Health Department for on-site medical assistance and diabetic screenings, food assistance, social security benefits assistance, access to housing and more.

Tireless effort goes into obtaining donations of personal items, hygiene products, canned and packaged food and water, as well as blankets, clothing, shoes, coats, gloves and hats.
Free transportation is provided from a central location, and local businesses donate services such as haircuts, vouchers for Laundromat use, and bus tickets are donated by the transit authority.

Project Connect is funded 90% by donations and driven by volunteers, churches and community agencies working together to remove barriers and achieve positive results for the homeless community.
Child Care Network Family Support Program is a partner in these efforts. Child Care Network Family Support Program serves low-income families by helping to remove barriers, empower familial achievement, and strengthen child and family well being through advocacy and collaborative community partnerships.

Whoever said that child care work is easy has clearly never been in a room with a half dozen crying infants or a whole room full of unruly three year-olds. Child care professionals are faced with a number of stressful aspects on the job, ranging from dealing with difficult children (and their parents!) to facing the ergonomic challenges of sitting on the floor or using furniture meant for small children. Child care workers also face stress for personal reasons such as earning low pay, working long hours, and managing their own busy lives with their spouses and children at home. The focus of this interactive talk will be on identifying the signs of stress and learning how to recognize the signs of more serious problems developing, such as symptoms of depression or anxiety. The talk will include discussion on the sources of stress and group practice of stress-busting activities that can be used to reduce stress on the job.

Dr. Laura Marshak is a professor in the Department of Counseling at Indiana University of Pennsylvania (Indiana, PA). Her doctorate is in Rehabilitation Counseling so disability issues have been central to her career. In addition, she is a licensed psychologist and founding partner of North Hills Psychological Services. As psychologist, she specializes in working with individuals and couples who coping with the intensified pressures of raising children with a broad range of disabilities and/or illnesses. Many of these parents have one or more children with autism spectrum disorders. Others have a range of developmental and/or physical disabilities. In addition she works with parents of medically fragile children. Her focus has been on enhancing the quality of couple relationships and individual life under extremely challenging external circumstances

She has written six books on disability related topics. They include Married with Special Needs Children [A couple’s guide to keeping connected]. She has written many journal articles and chapters on different aspects of family and disability. In addition, she speaks nationally and internationally on the topic of marriage, long term relationships, family and disability. Dr. Marshak is the professional advisor of the Friendship Circle, a large inclusion group for children in Pittsburgh, PA.

She is married and has three sons. Dr. Marshak knows the topic of family and disability both from a personal and a professional perspective.

Training effort improves health and safety skills for nearly 20,000 Michigan child care providers!

LANSING – Thirty thousand Michigan children are better off today thanks to a massive safety training effort involving nearly 20,000 unlicensed Michigan child care providers.

A total of 19,498 providers – many grandparents, neighbors and other relatives assisting low-income parents – completed the mandatory first aid/CPR course in 2010, according to a final tally by the Department of Human Services.
The training, provided by Michigan’s nine Great Start Regional Child Care Resource Centers, was required by the state Legislature for all “relative and aide” providers who earn modest child care subsidies through DHS.
The resource centers are part of the Early Childhood Investment Corporation’s Great Start Child Care Quality Program, one of the most comprehensive child care quality initiatives in the nation. It helps parents find quality early-learning environments for their children and helps early childhood professionals provide top-notch experiences.
The training should enhance the quality of child care for more than 30,000 children, said Judy Y. Samelson, chief executive officer of ECIC.“Outside of the family home, children spend more learning time in child care than anywhere else. So it’s crucial that child care environments be as safe and nurturing as possible.”
Samelson said enhancing child care in Michigan is a priority for the state’s economic well-being.
“It’s very simple: Better child care enhances school readiness, and children who are ready to thrive when they arrive in kindergarten tend to do better in school and go on to become the kind of strong, contributing workforce adults that Michigan needs to thrive economically once again.”

The ongoing training – the first of its kind in the nation – will continue to provide a long-term safety boost for children throughout Michigan, Samelson said. In the short-term, providers in at least three instancesemployed their new-found skills to help choking and heart attack victims.

According to Lisa Brewer-Walraven, director of the DHS Office of Early Education and Care, the percentage of providers who completed training indicates a high level of commitment by caregivers to the children they watch. “We’re encouraged that so many providers took advantage of this training because it impacts both their ability to care for children and their own professional development,” she said. “This is one more way we can make certain that every child in Michigan is exposed to opportunities that ensure their success in the future.”

While Michigan has required licensed child care providers to master life-saving skills, this was the first time that unlicensed providers were required to complete such safety training.

The training program’s emphasis on home-based, unregulated providers is significant because the vast majority of children in child care in Michigan are in these unlicensed, private homes.

After completing the basic training course, nearly a thousand providers went on to complete an additional 10 hours of voluntary training in child care topics, thereby earning an additional 25 or 35 cents per hour from the state.

Karen Roback, director of the Great Start Child Care Quality Program, said many providers found that the training changed the way they view their work. “It went beyond first aid and CPR training. It opened up a whole new group of providers to the potential they have to shape the learning and development of children in their care.”

Child care provider Naomi Davis, 69, a retired licensed practical nurse from metro Detroit, was initially skeptical about taking the training. With 16 grandchildren and great grandchildren, she wondered, “What the heck could they teach me?”

After taking the course, Davis, who cares for twin grandsons and a toddler, said she loved working with the instructors “and the material was phenomenal. As a care provider for children, I think everyone should go through it.”

Roback said Davis’ views were echoed by trainees across the state. Many said it personally changed the way they think about what they do with children in their care.

Michigan Association for the Education of Young Children Scholarship!

The Michigan Association for the Education of Young Children is offering a $1,000 scholarship for a student who has completed a minimum of 60 semester hours, who is attending or registered to attend a four-year institution of higher education leading to a Bachelors Degree, and who is majoring or minoring in early childhood education or child development. Students who are matriculating from a two-year institution to a four-year institution are eligible for this scholarship.

A detailed description of the scholarship is attached along with an application form. The application is also available online at http://www.miaeyc.org/. Applications must be postmarked by January 21, 2011 and the award will apply to the fall semester 2011.

Terri Lynne Lokoff Child Care Foundation: National Child Care Teacher Awards

The Terri Lynne Lokoff Child Care Foundation’s National Child Care Teacher Awards acknowledge the critical role of child care teachers in providing quality early care and education. Child care teachers from all 50 states and the District of Columbia are eligible to apply for these awards. Applicants must be full-time child care teachers employed in a home, group, or center-based program for a minimum of three years. As part of the application process, teachers are asked to design an enhancement project for the children in their classroom or home, illustrating the educational, social, and emotional benefits from the project. Fifty selected teachers will each receive a $1,000 grant; $500 to create the project and $500 for the teacher's personal use. Of the top ten recipients, one is selected to receive the Helene Marks Award, which includes an additional $1,000 award. Applications must be postmarked by December 6, 2010. PARKING AT UNITED WAY CENTER RAISES OVER $6,000 FOR LOCAL CHARITIES

Jackson, Michigan, August 23, 2010 – Fair goers did the community a good deed by parking at the United Way Center during fair week, August 8 through the 14th. In spite of high temperatures and frequent cloudbursts, over $6,000 was collected by Jackson County nonprofits to help their efforts in the community.

“Times are tough, and nonprofits are counting each nickel and dime, trying to make ends meet,” said Bruce VanEyck, newly appointed Executive Director of Big Brothers Big Sister of Jackson County. “We thank everyone who made a donation while visiting the Fair, and I especially thank our wonderful volunteers who collected all the contributions. Our kids will benefit from every penny we raised.”

Big Brothers Big Sisters was one of seven Jackson County nonprofits who collected donations by parking cars during fair week. “Bigs” collected over $1,400 on Wednesday, August 11, the night of the concert by the popular rock group, “Styx”. Other nonprofits that raised funds include Child Care Network, LifeSpan…A Community Service, Jackson County Genealogy Center, Marriage Matters Jackson, Nonprofit Network, and United Way of Jackson County. All are tenants at the United Way Center campus.

The United Way of Jackson County is in its 75th year of serving the Jackson community. It supports over forty different programs and initiatives that provide thousands of Jackson County residents the opportunity for a better life. It is locally governed by a volunteer board of directors, chaired by Dave Mengebier, Senior Vice President, Consumers Energy.

QRIS Survey (Quality Rating and Improvement System)

Dear Child Care Professionals,

As you may know, the Great Start Early Learning Advisory Council (GS-ELAC) recently agreed to sponsor the development of a design for an early learning Quality Rating and Improvement System (QRIS) for Michigan. The national Build Initiative has made resources available to the Early Childhood Investment Corporation (ECIC), which leads the Build work in Michigan, to fund the Great Start QRIS Design Project.

The QRIS Design Project is leading the development of a set of recommendations for a QRIS in Michigan that will provide:
• Easy access to information for families about the quality of early learning and care programs and the relationship between high quality programs and school readiness
• A quality development continuum (QDC) for enrolled, subsidized but unlicensed, child care providers (aide and relative providers)
• A quality rating and improvement system (QRIS) for licensed centers and registered family and group homes, including Great Start School Readiness Programs and Head Start Programs
• Data that demonstrate the impact of the QRIS and the QDC on helping to prepare children for school
• Quality improvement supports for early learning and care programs

In the coming weeks, the QRIS Design Project will be convening a Team to focus on the review and revision of Quality Standards under the QRIS for regulated centers and homes. To help the Quality Standard Team design quality standards that work for Michigan’s early care and education field, we are asking you to take a look at the draft QRIS standards developed in 2007 (our starting point), and provide guidance on three things: Which standards remain important and effective? Which standards should be changed based on new information? What’s missing, or what else should ECIC and other stakeholders consider as they move forward in designing and implementing the Michigan QRIS?

New requirements of the Child Care Organizations Act, 1973 Public Act 116

Did you know about the new requirements of the Child Care Organizations Act, 1973 Public Act 116 that took effect last month?
All child care homes and centers must maintain a licensing notebook which includes all licensing inspection reports, special investigation reports and all related corrective action plans (CAP). The notebook must also include a summary sheet outlining all the reports and CAPs contained in the notebook. The Licensing Notebook Summary Sheet (BCAL-5052) may be used as the required summary sheet in the licensing notebook. The notebook must include all reports issued and CAPs developed on and after May 27, 2010 until the license or registration is closed.

All child care providers must notify parents of the notebook and that it is available for review during regular business hours. Parents of children currently enrolled must be provided with this notification; prospective parents must also be informed of the notebook.

• For family and group child care homes, this notification is now included on the BCAL-3900, the Child in Care Statement/Receipt. You must have all of your parents sign this updated BCAL-3900 to be in compliance with the new law.

• For child care centers, the Child in Care Statement/Receipt is not a form available for your use. To comply with the legislation, centers must assure that each parent sign a document that includes all of the following statements:

o The center maintains a licensing notebook of all licensing inspection reports, special investigation reports and all related corrective action plans.
o The notebook will be available to parents for review during regular business hours.
o Licensing inspection and special investigation reports from the past two years are available on the Bureau of Children and Adult Licensing website at www.michigan.gov/michildcare. The website address must be in bold print.

Breakfast on the Farm!

Fun Opportunity from the Washtenaw County MSU Extension Office:

Mark your calendars for Saturday, June 26, if you’re interested in enjoying a free Michigan-made breakfast while experiencing family fun and a chance to learn about local farm families who produce the food you eat.

Breakfast on the Farm is a family-oriented program that welcomes neighbors and area residents to enjoy a complimentary breakfast along with a self-guided tour of a family-owned farm. Attendees will be able to visit various educational stations and have opportunities to ask local farmers questions about raising animals, growing crops and living on a farm. The June 26 breakfast and farm tour takes place rain or shine from 9 a.m. to 1 p.m. (breakfast served from 9 a.m. to noon) at Horning Farms, 11834 E. Pleasant Lake Road, near Manchester.
The event will be hosted by Earl and Diane Horning, winners of the 2010 Michigan State University (MSU) Dairy Farmer of the Year award, along with their son, Jeff, and his wife, Lynda, at the family’s six-generation family dairy operation started in 1877. Today, the farm consists of 360 milk cows, 410 head of young stock and 700 acres of cropland.

Domino’s Pizza will be supplying and preparing the food for the breakfast, which will include the introduction of a new breakfast pizza product that has, up until now, only been sampled in school meal programs. We are expecting 1500 to 2000 attendees.

Tickets are not required to participate in the farm tour, but they are required to receive the free breakfast. The Department of Human Services is extending an invitation to parents, providers, partners, Great Start Collaboratives, Parent Coalitions and early childhood advocates to participate in a forum and review the draft of the rules in regards to Child Development and Care payments and to provide comments to DHS before formal public hearings occur.

Child Passenger Safety Technician Course in Livingston County

Does your agency work with or serve children and their families? If so, do you realize that over 90% of car seats inspected in Livingston County have been found to be installed or used incorrectly? Most of those mistakes can be corrected when a parent or caregiver works with a child passenger safety technician, or "car seat tech".
Consider sending an employee or staff member to become certified as a car seat tech! Interested persons do not need to be "professional" social workers, fire fighters, nurses, etc. Our most dedicated volunteers are people who are interested and passionate about keeping kids safe! Maybe it's a secretary, a volunteer parent or grand-parent, or someone who's life has been touched by a car crash, and would like to make a difference in their community!

Safe Kids Huron Valley and the Brighton State Police Post are hosting a Child Passenger Safety Technician Course in late April and early May at the Brighton Fire Department on Old-US 23, near Hyne Rd., in Brighton. Course dates are April 29 & 30 and May 7 & 8 from 8am to 5pm. Participation all four days is mandatory. Upon successful completion of the course, students will be certified child passenger safety, or "car seat" technicians.

Register at the CPS Certification website at http://cert.safekids.org/ Click on "Find a Course", choose Michigan from the drop down menu and be sure to check the box at the bottom that indicates "Also Show Invitation Only/Controlled Courses." There is not a local site fee, so the only cost is the $75 certification fee to Safe Kids USA. Emergency Nursing CEU's are available as well! Space is limited, so sign up soon!

The purpose of this event is to highlight the importance of building strong relationships between parents and children, foster individual and familial strengths and encourage learning, in honor of Parenting Awareness Month (March), Month of the Young Child (April) and Child Abuse Prevention Month (April).

There will be “do-together” educational activities, games and crafts for parents and children of all ages. At the Great Start Southeast Regional Resource Center (GSRRC) in Jackson, Cheryl will provide trainings and resources for relative/child care aides, licensed providers and center staff as well as support for program improvement. Support for families seeking non-traditional child care is also available through the GSRRC.

Cheryl Chaves-Torres, M.A. Ed has been involved in the field of Early Childhood Education for over 30 years. During that time, she has been involved in all aspects of the field from assistant teacher to director to college instructor.

Cheryl has served on the board of Washtenaw County AEYC and Michigan AEYC and is an assessor for the NAEYC Academy for Excellence in Early Childhood Education Programs. In 2009, Cheryl started ECE Consulting and has provided training and support to Wayne County Health & Family Services Head Start and will be a presenter at the Ohio AEYC conference in April.

At Sunday nights Academy Awards ceremony, Michael Giacchino won an Oscar for best Original Score for the movie Up.
His acceptance speech, which was less than a minute, provided an inspirational message for anyone who works with children:

"When I was 9 I asked my dad, 'Can I have your movie camera, that old wind-up 8 millimeter camera that was in your drawer?' And he goes, 'Sure, take it.' And I took it and I started making movies with it and I started being as creative as I could and never once in my life did my parents ever say, 'What you're doing is a waste of time.' Never. And I grew up. I had teachers, I had colleagues, I had people that I worked with all through my life who were always telling me 'What you're doing is not a waste of time.' So that was normal to me that it was okay to do that. I know there are kids out there that don't have that support system, so if you're out there and you're listening, listen to me: If you want to be creative, get out there and do it. It's not a waste of time. Do it.

Encourage the children and youth in your after-school program to work toward their dreams, whether they want to go to college, go to Hollywood or go to the moon.

Safe Sleep Awareness

Each year over one hundred infants die in Michigan because of where and how they are placed for sleep.

On March 5, 6, and 7, 2010, in celebration of Parenting Awareness Month and to raise awareness of these totally PREVENTABLE deaths, Washtenaw Area Council for Children and Safe Kids Huron Valley will be hosting a display table of information during mall hours for new and expecting parents, and others at Briarwood Mall near the JC Penney mall entrance.
Included will be demonstrations of safe and unsafe sleep environments, important handouts on how to safely sleep your baby, and someone to answer questions. We will also be holding a drawing for a FREE Graco Pack 'n Play portable crib, courtesy of Safe Kids Huron Valley. Also, highlighted will be other infant mortality information in an effort to reduce infant death in Washtenaw County.

The Washtenaw Area Council for Children announces its Annual Conference for 2010:
Save the Date: Friday, April 16, 2010 from 9 AM - 12:30 PM at Washtenaw County ISD.

This year's presentation, "Hurt, Rage, and Emotional Maltreatment - Is there anything we can do?," is an intense workshop focusing on the root cause of rage and how connected it is to emotional maltreatment and neglect. Love and attachment as the direct opposite of "benign" neglect and behavioral and emotional effects of the neglected child will be discussed. Also included will be a discussion on corrective measures for the emotionally maltreated child. This workshop will be appropriate for those who work with all ages of children.

The presenter is Phillip D. Hamberg, LMSW, LMFT who has experience presenting in areas of early childhood development, early childhood trauma, childhood violence, K-12 classroom behavior problems and pre-school behavioral problems. We will again be applying for Social Work CEUs for this conference.

Dear Child Care Professionals,
Have you heard about Great Start Connect? Great Start Connect is a system of online early learning resources that includes a new statewide child care database. It is a new initiative from the Early Childhood Investment Corporation as part of the Great Start Child Care Quality Project.

We are excited at the possibility that this new database offers you, the provider. Child Care Network previously called you every quarter to get an update for your program, but now, you can access your child care profile 24 hours a day, 7 days a week. You can update your openings, as they change as well other details about your program. You can even upload photos! All child care referrals are now being done through the Great Start Connect database as well. Parents can log on anytime and view your profile and search for care that meets their needs. Please feel free to share this information with parents and families.

Problem—Solving Approach to Conflict
We will be learning about strategies for when conflicts arise in
the classroom and also ways to prevent conflicts. We may
also learn a bit about ourselves and ways that we can better
handle ourselves during these tough situations.
You will be provided with materials including checklists, planning
